In the PSP remake of the game, you would have to go to Flame Mammoth's
stage in order to get the leg parts. In this version however, you have
to do this stage first which is what I'm doing.Mega Man XChill Penguin

reploid designed for extremely cold areas and was formerly part of the
13th Polar Battalion. When he heard Sigma's call to rally many Reploids
to his side, he joined the 17th Battalion. His thought circuitry was
designed so it can handle missions in any situation though some give
him the reputation of being warped as a result. He doesn't get along
with Flame Mammoth due to his reliance of brute force.Chill Penguin's
main weapon is the Shotgun Ice which absorbs moisture in the air and is
then fired back in a crystallized form. If it hits a wall, it splits in
five directions. His weakness is the Fire Wave which burns this penguin.
