Why not build apts above these plazas? This is commonly done in Florida. Why can't Jamaican developers be at the cusp of development. Even boring Orlando has started to develop with mixed use development. People want to walk to get things done especially with the cost of fuel/electricity through the roof.

I agree more mix use developments make things easier. Maybe even make bus lanes or bike lanes so people won’t need to walk always
