During the pre-production of Transformers The Last Knight, there was concept art done of Megatron as a Dragon. This was his originally intended alternate mode before being changed to the Cybertronian jet seen in the film.

It's Beast Machines. Megatron was a T-Rex in Beast Wars. Anyway the Megatron in Beast Wars/Beast Machines is only related to the actual Megatron by name, they are 2 different entities.

My guy, nothing on Earth looks like that. An F-22 is what Starscream turned into and looks nothing like this. Sure, it has more of a standard "jet" look than say his Cybertronian jet form in the 2007 movie, but this is still a Cybertronian jet.

Think of it this way...the dinobots and predacons are machine beasts as opposed to autobots/decepticons who are machine humanoids. While the humanoids use alternate form for traversal , the beasts on the other hand use humanoid form as an alt form to make it easier to socialize. So really the humanoid form is more of a disguise to them thats why they act dumb and beastly despite being in humanoid form
