Usually, that stems from a frequency issue or potentially a problem with the formulation. However, if you're looking for a moisturiser, I'd suggest trying either the CeraVe Ultra Moisturizing Gel or The Ordinary Natural Moisturizing Factors + Beta Glucan.

Using a moisturizer afterwards is not necessary, unless you have dry skin. Cleanser - Toner - Moisturizer (Optional), Sunscreen (only in the AM)
