Swamp villagers don't need to be bred to get them, if you're lucky enough a village can spawn half in a plains and half in a swamp. It happened to me once.

the swamp and jungle villager can spawn natuarlly but what needs to happen is a village spawns next to a jungle or swamp and if 2 villagers breed withen the biomes you get a natually spawning swamp or jungle villager
