As someone who's waited for several minutes at red lights and had to hop off their bike cause it doesn't have enough metal to trigger the magnet in the road(And no cars were there to trigger it for me.) and walk over to the crosswalk to hit the button to get the light to change and run back over to my bike as the light(and crosswalk) change, I can attest that they do indeed do something.

10:27 that's a hi-rail (or road-rail) excavator; it has a set of retractable rail-going wheels that allow it to use train tracks to travel (which you can just barely tell that this one is doing, but the tracks are definitely there). They're employed by railroads mostly for track and lineside maintenance. Though I'd be surprised if them going that fast is a normal thing. Hi-rail vehicles are involved in a pretty large number of accidents, and its pretty easy to see why. People don't understand that metal wheels on metal rails simply do not grip like rubber tires (or treads in this case) on asphalt or even dirt.

Ok so idk if you'll see this, but the reason the excavator was going so fast was because it had a special railroad modification which adds a set of train wheels to it allowing it to ride the rails and go fast, many trucks, have this system to.
