The way fast flight works is you press 77 and then hold 3 to fly really close to the ground. If you end combos in 66C or j.2C knockdown and your opponent quick recovers in the corner, right after having knockdown your opponent, you are at enough advantage to fast fly and set up a high/low 50/50 by either hitting meaty j.A or whiff j.A > low which is also a safe jump on reversals 5f or slower. Its awesome!

It’s typically in reference for a direction+button combination when using an arcade joystick. For those two specifically, I’m not sure but there’s more than likely plenty of guides

It refers to keypad annotation. If you look at a computer keyboard with a keypad, the numbers refer to the directions to do a combo or move. This is generally used because it transcends most language barriers so someone that doesn't speak your language can still teach you a sick combo

Numpad Notation, a method of describing motions/directions in a way that bypasses language barriers. It uses the numpad on a keyboard or phone as reference. 5B is neutral/standing B and 3C is down+forward C, for example. 236 is QCF, 214 is QCB, 623 is DP, ect.
