I've always thought Chameleon should be a skrull in the MCU. He works for SWORD, which works with the skrulls, and he's a master of disguise. He could be a mutant skrull like an albino to explain why he's white instead of green. Obviously he wouldn't be Kraven's half-brother, but he could still have contact with him as a mercenary. He could also have been a former HYDRA agent, involved with the russians in infiltrating SHIELD after the supersoldier serum and sending the Winter Soldier after Howard Stark. Since Peter's parents were SHIELD agents, he could've been the one responsible for their death after they found out about his secret identity.
