as long as it is still running and hasn't shut down (for example, by everyone leaving) - messages go out to all running servers

The server that first publishes the message sends it to every single server, including itself, so it will detect its own message and do the action every other server will do as well (so for example if you do a command to ban a user and he's on your server he'll get banned the exact same way as he would be if he was on another server)
