I believe it's all on purpose. The last stage is the only unique one for this mode only (not appearing in the main campaign or anywhere else) and as such, it has its own unique enemy. This formula of "last stage only for Mercenaries, with an enemy designed only for Mercenaries" was repeated in RE5 (Prison, Red Executioner) and it's the same in the way that the enemy is just a variation of an existing one. RE6 also has the last Mercenaries stage starring a unique field. I'm not sure about the special enemy though.

Remeber merc mode, the hand cannon, chicago typewriter, and both adas campaigns didnt appear in the original release of resident evil 4 which was released on the gamecube. It was first released on the PS2 version and merc mode wasnt even gonna be made for the ps2 originally, so no this version of the "chainsaw man" was made specifically for the merc mode.

I think it’s lag The Salvador he shot before that took a second to register the damage, and then when he jumped in, he got shot before he was in the chainsaw’s range, but it took way too long to register the damage and knock back, and it takes over the chainsaw damage registering and killing him You can even hear him getting hurt by the damage after he jumps out the window If that makes sense
