Laura Pausini is a really successful and famous Italian singer that sings her songs in both Italian and Spanish. She is very well known to both Italian and Spanish speaking audiences. That music video you were watching was her singing in Spanish which also has an Italian version "Invece No". It's interesting that the music video is about a soldier coming back from war because the inspiration behind Laura writing the song was her grandmother's death. The song is about the pain of not being able to see someone again and yearning to be with that person again.
