They had the right idea of redubbing the first movie, but doing in 3D didn't work. It would have been better doing a Viz-style dub of Pokémon: Mewtwo Strikes Back by using 2D footage from the original Japanese version while using the TCPI voice actors.

Wouldn't that just be making a rip off? Unless some significant change is made to the dialogue to make it more original, there's really no point in redubbing with different voice actors.

When I said Viz-style redub, it's using 2D footage from the Japanese original while using voice clips from TCPI voice actors. You remember the Viz redub of Sailor Moon, that should have worked here.

You know what'd be interesting? If it were revealed that the reason Giovanni created Mewtwo in the first place was to battle an even more powerful Pokemon. As for what that Pokemon is, imagine if Kyogre had a Legendary Form. We've got Jackie Chan and Bruce Lee in Hitmonchan and Hitmonlee, so how about....."Hitmonchuck?!" A Pokemon based on Chuck Norris! They could even have Chuck Norris do his voiceover when they dub this movie! "Mewtwo vs Hitmonchuck!"

I think if it's more current, it'd probably be either Chuck Norris or Keanu Reeves. Chan and Lee were famous actors in their own right that were also widely known(?) in Asia, so that may still be the case. Kyogre does have a 'Legendary Form', being its Primal Reversion! Shame Megas and that aren't used too much anymore.
