Please go through the notification once again, the allocation of service weightage is clearly mentioned. Based on the experience certificate the contract/outsourced staff produce, the recruitment board verify and allocate weightage based on number of years they contributed the service. As per the highcourt order, no contract employee can demand the weightage, but usually health department don't show any partiality and offer weightage according to their service..But there is every possibility and authority to the health department to deny weightage to any contract/outsourcing staff if they don't want to give to that particular person based on their conduct or whatever possible reasons meaning ultimate decision is made by health authorities.
