That's frostcraft, a skill bonus on the velkhana armor set. What it does is that it multiplies the damage your weapon does while active and it wears down with each hit. It recharges when the weapon is sheathed. It's popular with weapon types that have to sheath frequently such as great sword and weapons that can sheath quickly like sword and shield.

4 hits of claw to enrage (circle) R2 to throw the monster to the wall. Usually people do 3 hits and throw to the wall, then they claw again to hit and drop off or to tenderize, this will enrage the monster because it is basically the 4th hit.

Why safi’s frostfang instead of kjarr ice sns?

Velkhana 4pc (includes 2pc elemental crit i.e. same built in crit element on Kjarr weapons) SnS Perfect rush/Falling bash scale better with raw so that's why Safi with Velhana awakening + Raw. I am guessing the Sharpness 5 is there since there's no masters touch and so there's no need to sharpen with Whetfish fin+ often
