That said, the government (Mints) most certainly do manufacture the physical Bills, Coins etc (in many cases) extorting the citizens through taxes, permit/regulation etc fees obtaining money. He used this money instead for his personal benefit, namely to fund his extravagant life style. And he insists it wasn't immoral.
