Sir... what does "peoples" in preamble (we the peoples) mean .. i have little confusion there.. is it rawlsian conception of "peoples" as independent states/ decent liberal societies..

This could be interpreted in a number of ways. Ideally, "peoples" here mean the people of the world, which would make the rationale for the UN's founding a truly humanitarian and public endeavor. On the other hand, the strategic founding and conceptualization of the UN was very much a vocation of a small group of states led by a small group of elites, so one could identify "peoples" with this exclusive group of individuals. My guess, is that due to the long-term vision of the UIN taking on a far more inclusive set of Liberalist principles, an organization designed by a handful of people was structured to provide benefit to a far wider and larger audience.

If they cared about human rights why was the UN silent on the Uyghurs culture and people being decimated before their eyes? Did they not have rights?
