Another issue is scientific research. Like creating mini black holes and the like they do or try to do on earth as it is regardless of anyone else. On the moon I could see them, in particular China happily taking risks they wouldn't on earth. Wasn't the thing about scientists believing there was at least a chance our atmosphere could've burnt up with the first nuke? Yet of course it was done anyway.

The Moon will be populated by robots. Humans will only make short stay visits to the lunar surface because extended periods of living on the Moon result in "Moon Madness" due to the mental effects of microgravity, endless silence, the constant fear of being instantly killed at any moment by meteorite impacts and the bleak grey dead landscape. The first lunar colony, which was a success for a period of 2 years, ended in a act of unspeakable horror when a number of lunar colonists simultaneously lost their ability to control their violent impulses and all lives in the colony were lost.

Frankly I'm worried about idiocy of mining the moon or something like that causes it to somehow shift or something into Earth eventually. Testing nukes and the like.

I don't think we need to "test nukes" anymore. Did that here on Earth. We know what they do and why NOT to ever use them. As for concerns about mining the moon? I think you worry too much. It's GOING to happen eventually. As for it shifting the moon? HIGHLY doubtful. Consider, remove material from one orbiting body and place it on the body it's orbiting, same amounts of mass in play here. And I seriously doubt that would be a large amount of mass. Considering the cost of getting back and forth. And more mass means more fuel for lift off. Kinda about as dangerous as a little kid tossing hand fulls of sand into the lake and thinking the beach might vanish.
