Found out that the game will give you the vehicle's purchase price instead if your garage is full.

That's weird, have you tried doing the unordered races to increase your progress percentage? That's how I unlocked them.

Thank you! If I stil remember right, you can put the hydraulics on any vehicle at any point in the game and activate it using the controls. This depends if you're playing on an emulator or an actual console.
