He didn't have much of a record because he didn't get the chance. It's like with drugs. Some people can take them all their lives but another person may try them once and it punches their clock. Just because he didn't have much of a record didn't mean he didn't have plans to.

Love that off duty officers are still being proactive even off duty, this is why I recommend officers keep a radio in their personal vehicle or use takehome cars.
