Punish Counter is not just whiff punish. It is also when you block an unsafe move and punish it you get a punish counter. Punish counter gives you +4 extra advantage. Eg: you block a -4 move and punish with jab you get a punish counter where now your jab which was +2 on hit is not +6 so you can now link it into a 6 frame move. Also counter has less advantage than a punish counter.

I don't know if Xian or Mike read those, but punish counter is hitting someone in active and recovery frames of a move (ex : whiff punish or DP punish when the ennemy falls down), while regular counter hit is landing a hit in the startup frames of a move, for example when someone is trying to mash while not having the advantage
