He gave the balloons to his granddaughter to cover up his purchase of mylar balloons. If he was investigated for this event, and the detectives said "Mylar balloons were used in this crime, and we know you went to the balloon store that same day and bought some, why?" Mike could say, "I bought them as a gift for my Junebug," and his daughter and granddaughter would say, "He did," and "He's the best, silliest Pop Pop ever." It creates reasonable doubt in the connection to the crime. Mike truly is playing the whole game four moves ahead.

A lot of people seem confused about the reaction of the man in the corridor. To be clear, throwing the shoe is NOT supposed to sound like someone walking down the hall, but rather, the target hears something be thrown and assumes it is a grenade, thus his main priority becomes to get out of the corridor, fast. Because he is panicked and an amateur the best he can come up with is to make a run for the door firing forward in a hope to deter assailants, which makes him easy prey for Mike. It only looks silly if you misunderstand what the shoe is for.
