Unfortunately there's a jurisdictional issue. The Ministry of Defence don't own the pavement outside of Horseguards so they can't make any changes to the pavement without the local council agreeing. The local council are far more keen on the tourist revenue than orderly conduct and the Troopers being able to work efficiently.

That being said the MOD could ban all physical contact with both horses and Troopers. They can't stop them from being on the pavement but they could ban any touching. I think this would be the right thing to do. There would be a clear and consistent boundary with no grey areas. As I said in another comment they're not show ponies. They're warhorses from a long line of warhorse stock. Their ancestors carried Knights in jousting and trampled infantrymen in cavalry charges. They're not always going to be friendly because they weren't bred to be petted.

I have read previously that there are no barriers in front of the horses for safety reasons. If a horse gets spooked and agitated, it could easily get hurt if barriers of any kind were placed in their way. So I guess no barriers make the most sense when you hear the reasons.

Kurz und einfach ist gut. Das Problem ist nur, dass Schild könnte noch 10 mal so groß sein, die Leute ignorieren es. Diese Dame hat sich unmöglich benommen, Reflex hin oder her. Wenn sie das Pferd berührt, muß sie auch mit einer Reaktion des Tieres rechnen, es gibt ihr nichtssagenden Recht , dem Pferd auf die Nase zu schlagen. Ich glaube, sie hat bemerkt, dass sie sich falsch verhalten hat. Sie war erstaunlich schnell in der Menge verschwunden. Das nächste mal sollte sie sich ein Plüschtier zum streicheln aussuchen. Lebende Tiere bewegen sich nun mal und zeigen auch Reaktionen. Da war wieder mal jemand ohne Gehirn unterwegs.
