I looked it up on google and there seems to be a website in english too. Basically it acts similar to an actual casino but you basically pay a small fee say $20 for $200 worth of chips, and have to own a membership + purchase drinks while you are there. There are no prizes or anything. Basically it gives you the casino experience without gambling with actual money.

Casinos are banned in Japan, and technically gambling is too. Pretty sure it's something else like a theme park or arcade with casino elements.

They call it an "amusement casino" because it implies that it's not a "real" casino -- it's basically a theme park like the other reply said. You buy tokens (think like tickets at an arcade) and play with those. You're not supposed to be able to turn the tokens back into real money, because that makes it a real casino, but a lot of "amusement casinos" do let you do that, usually with a crappy exchange rate.
