American sign language is popular in america and anglophone Canada but there are some other countries where ASL, like English is popular because English is popular and widely learned. Though yes, almost all countries have their own.

Why isn't Noah signing at all? That's a bit of Audism, if you ask me. He should sign so that Millicent feels more included in the conversation instead of constantly looking at the interpreter.

because sign has different grammar to english, native english speakers often have difficulty speaking proper english and signing proper sign at the same time. Plus I don't know how much asl noah knows, while it's literally the interpreter's job to give Millicent a complete view of what's going on. It would be like choosing the youtube auto caption option over properly made subs.

The whole reason the interpreter is there is so Millicent can listen to her colleagues. That's literally her job. Otherwise, that's like preferring a few words of broken Spanish to a professional interpretation.
