Do you have any tips for making large scale cities like this as fast as possible

use world-edit, spawn in some schematics and modify them to fit in with the map, re-use existing buildings in your map and slightly modify them by making the bigger, smaller, thinner ... Start off with laying a street and then begin with your buildings. After that decorate the street, finish details and start over again.
