Fun fact: repeter's cafting recipe is inspired by how people used to use 2 redstone torches and and redstone dust to give a delay and prolong the length of the sygnal

If you are interested, try the "Create" mod! It let's you do so much more with moving blocks, for example you could move the second torch on this repeater according to it's delay. And other fun things!

Seeing as dust has no delay to it, and all other form of transferring power have delay (Even leaves and scaffolding have half a tick (or 1 game tick) of delay), it's probably impossible.
