Do you need to cut holes in the second sub layer? Mines completely blanked off? They’re no square holes underneath like in the vid

No you do not have to cut anything, are you sure yours is the same car? F56 Cooper S or JCW? What year?

Never understood why these scoops aren't functional.... has anyone opened one up and used it as a cold air intake?

Yeah Eventuri and Leap do replacements scoops which are functional and feed into a new intake system

The b48 engine is uses in a large array of bmw group vehicles. Making the scoop functional would require an intake re design for just one car. It simply isnt viable from an economic perspective.
