That's actually Aizawa when you think about it. In his first big fight, he's set up as being exceptionally strong, to prove that even the underground and underdog heroes have the potential to be one of the best. After that tho, evrytime the story needs to show that whoever we're fighting is serious business, then Aizawa gets 'effed up to prove it. I think the TV trope is called going "Gorn'ed" or something after an old Star Trek character.

Because if he didn't absorb that electricity, that entire wave of heroes would've been sent to the shadow realm. Clutch plays all around. But the heroes only have the element of surprise. Both of these organizations were founded and held mainly/exclusively in Japan.
