actually I experienced that water alone can't help out cleaning that greasyness due to oil glands present there.... I just use a gentle soap and make it's lather and apply that lather and clean my vulva(outer part is not vagina , its vulva) and that works superb and there are no rashes and burning at all. (This works for me so i shared it, not recommending it)

If u want to keep it clean and smooth then go for waxing also it's painful so most of us don't recommend it. Trimming is better option but I find it risky so better to use trimmer
