We should be using the Social Security number as a ballot key. The Social Security Administration is very careful to remove deceased individuals from their rolls. We should submit our vote to both a federally operated and state operated tabulation website. The federal and state tabulations must be checked against each other for discrepancies, under the supervision of both parties and anyone else who wants to observe the means and methods of tabulation. We must be able to revisit our ballot for years after the vote to make sure it is still the same as when we voted. A paper ballot does not permit any checking by the voter after the vote. Without the ability of the voter to confirm his vote has not been tampered with, Stalin's old quote still stands and paper ballots change nothing: "It's not the people who vote that count, it's the people who count the votes." ..
