One of the reasons may be that we as Indians do not cultivate the practice of research and development extensively. English is the way forward. No point complaining about it as "foreign language", 'oppressor's language", blah, blah, blah. That is the language of the globe and India has an immense advantage in the fact that the technical education is done in English over here. Now people would bring up the examples of Germany and Japan. They used their manufacturing dominance as a shield to say that they don't need English to survive, but aside from that, they don't have the advantage India holds due to their lack of command in English.
