I have a question: Why does he think that Φ(k) does not explicitly depend on time, i.e., it should not be written as Φ(k, t)?

Operators in the Schrödinger Picture can only have explicit time dependence and are usually assumed to be time independent. Only exception being the time-evolution operator as it serves a very different function from other operators. That I think is why he assumes a time independent Q.
