I think it's mostly him. He's like this in interviews. I think the writers mostly give input on the directions of storylines, but promos are mostly the wrestlers.

AEW does not have a creative team like the WWE. The booking is done by Kenny, the Bucks, Cody and Brandi with Tony being the editor. Wrestlers are allowed creative input into their characters, but Tony has the final word.
