There's a lot of cases in GA that are older than that. What Manning tends to highlight are the cases were someone is in jail but hasn't even been Indited yet - there are people who are just locked up in Fulton county who are just sitting because the DA is so bad and refuses to even charge them

Jails are kept pretty cold to control airborne disease. Combine a low humidity 61 degrees with the thin prison clothes and you are always cold in jail. What's worse is that hearing rooms are even colder because they aren't open to the air of the rest of the jail except briefly when the door is opened and closed. So all the excess AC cools those small rooms down more than the larger jail areas.
