Police are generally free to investigate whatever they want so long as they are not breaking the law. If a video exists that identifies a specific person committing a crime, that person can be charged as long as the video would also convince a jury of said person’s guilt.

I know people are mad about him speeding that much, especially in a school zone (rightfully so), but all I see is an adrenaline junkie that's going to end up killing himself in a car wreck or worse, killing someone else. There is a very real reason road safety laws exist and there are tracks that exist for you to test out your car's performance.
