When phoveus ults in 1v1 you can try staying very close to him and go beside or behind his skill 1 to dodge and never dash or blink. Then hope that skill 2 and flameshot is on cooldown. Edit: if you dont dash he cando 3 ults max

Phoveus is the best. Just by picking him, enemies have to avoid picking most assassins then you lock one of them into picking Esme which is easily countered by your teammates. Playing with/as/against Phoveus is a lot of fun and it exposes the team's skill in teamfights

Picking phoveus in early pick is good, you denied almost dash hero meta (granger, benet, lance and so on) but they will pick esme. Just ban her 😁

The only downside I can list are heroes such as Layla, Esme, Barats, Masha and maybe Uranus. Personally I don't want to fight a late game Layla with a mage like Luo Yi or even an Angela/Estes/Rafaela.

I'm not mad that he can jump to enemies who flicker or dash away, it's his absurd shield gain from multiple jumps that makes him really strong in this meta. When you can keep jumping under tower and survive, that's when you know you gotta reduce his shield gain.

When your teammates manage to proc a dash from enemies example when your teammate chou kicks an enemy, that kicked enemy is considered dashing and can activate your ult as well. Another example would be teammate franco hooking an enemy :)
