Or more often they get a lawyer, sue for $10M, and if the city lawyers don't think it's a slam dunk definite win, they just settle the case and give them $250K to shut up. You can't rely on a jury to reach the reasonable solution, especially with the Byzantine laws and standards the judge can direct them to observe. In this case probably no, but it happens a depressing number of times. Just about any town has to keep a dedicated insurance policy just to cover stuff like that. It's better to definitely pay $500K with further action nullified than to risk a trial that has even a slight risk of winning and costing you $10M or more, which will have to come from the budget. And realistically you will probably spend $500K just defending yourself in that trial. Even if you win this dude isn't going to pay your costs back. And his lawyer will definitely be working on a "I don't get paid unless you win" basis, which means that he won't take it unless there is at least a worthwhile chance of winning or at least getting the settlement. Which he will keep a large part of. Vultures is the right term. Or parasites I guess is more accurate.

The fact that the officer allowed him to go in his truck was alarming to me…when he had his back to the officer and the Son was walking by I kept thinking the “Tiny Man” was gonna turn around with a gun in hand and start unloading. Thankfully that didn’t happen, but I’ve NEVER seen anything like this.
