since the timer relay is always connected to a constant power source will it be a continuous low battery draw?

No it only begins drawing power when the trigger (key turn to run) will start letting power true to relay. Once you turn off trigger (turn key to off) it will disconnect the power to the relay, the relay has a capacitor that has some power stored in it. It will use it up then it has no power to keep the relay on, it powers off opening up the switch and turns off till you turn on the trigger on again.

Do you require a separate relay for the headlights (high and low beam) and Running Lights?

No all exiting headlight switches are just being turned on by timer relay, the relay timer send power to the second normal relay and that relay is just completing a circuit when it's on. You can still shut off the lights manually at the steering wheeln, but if you forget and as long as the key is not on the run position the timer will count down and break the circuit.

I have a 2003 Land Rover Discovery where the Self Levelling ECU (SLABS) unit is supposed to turn off after a few minutes - it doesn't. Result - it keeps energising the rear suspension air-bags when it feels like it with inevitable results - a flat battery after several days. The SLABS ecu are cheap to buy second hand but its a common problem so this could be just what I am looking for.... many thanks...

*The adapters I scavenged from an old car but not necessary, you can solder the wires directly to the relay. *1 timer relay *1 regular relay (depending on your setup) *1 10 amp fuse (to protect the timer from surge if it ever happens) *Wires (You can match wire sizes to cars or just go with; 16 gauge wires (connecting to battery) 18 gauge wires or thinner no thinner than 24 gauge wires (for triggering the relay), make sure your wires are different colors to make it easy on your self.) *Tape/shrink tube/spay tape whatever you want to use to insulate your wires. *tools, soldering gun, and miscellaneous tools.

I am currently in the process of one, it's just really complicated projects. I'll give you a hint of what it is, it's something that hears you but doesn't talk back. Please don't say what it is, I am nearly done I am just waiting on some parts.
