Wherever 3EI/L is used as a stiffness factor at the pinned joint, the carried over factor should be zero at the far end of the same span. This is because the far end contains the pinned joint not a fixed joint. Thus, C(BC)= 0

Please ignore if you've already figured it out. In case not, the joints B and C are assumed to be initially locked and you free them, one at a time. When you free B (C is still locked/fixed), the moments are carried from B to C and A by distribution and carry over factor is 1/2. Then, you lock B and free C. So, now C is free and B is fixed and carry over factor is 1/2. If still in doubt, please refer to the chapter on moment distribution in R C Hibbeler book.
