its depend some criteria. 1. if PLC and SCADA HMI are same brand, its can using proprietary network between them both of them just connected to the wireless modulator (modem) or wireless point. 2. if they are different brand, you can using modbus TCP or modbus RTU as Norman video. both of them connected to the modem (modulator demodulator) main of the equipment is the wireless or radio modem. for the protocol is same such as you connect using hardwired/cables. its just media transportation between cables and/or wireless/radio
