What size needle is this to use for ends?

Doesn’t matter. You can use any size. I use a #13 tapestry needle or a 5-6” tapestry needle. You can buy those at fabric stores, yarn stores or hobby stores.

Also, why should I leave one side 3 foot longer?

Are you talking about when you put on the warp? If so, it's because that side that is 3' longer forms the knot around the buckle at the opposite end. Then each side of the cords are the same length. Then each side forms the same number of knots. I hope that makes sense and answers your question. If not, please clarify your question a bit more. Happy weaving!
