My Alternate Solution instead of using Damping: As the Inductance L1 is greater than L2, the current will increase slowly in L1(compared to L2 in which the current increases quickly). Therefore the decrease in maximum charge on capacitor plates will be slower meaning that maximum charge in the LCR Circuit with L1 will always be more after t = 0 than the LCR Circuit with L2. Moreover, we know that maximum charge must have an exponential relation with time as e^ -kt so, therefore only option 1 satisfies the conditions
