I think this is because of the energy difference. Interactions are strongest for orbitals having similar energies. The energy difference between the 2s group orbital of oxygen and 2s or 2p orbitals of carbon are very large. But the energy matches between the 2p group orbitals of oxygen and 2s or 2p orbitals of carbon..so 2s group orbital of oxygen is not considered in bonding

Mixing always occurs provided that the orbitals have the same symmetry/orientation in the molecule. The degree of mixing depends on how close in energy the orbitals are (if two orbitals are close in energy, there is a high degree of mixing; if two orbitals are far apart in energy, the mixing is negligible)

There are 8 bonding electrons and no anti-bonding electrons. Thus (8-0)/2 = 4 so bond order should be 4 i believe. It also checks out as there are 2 double bonds in CO2 molecule (thus 4 bonds).
