From what I understand, even if they use "mental health issues" as an excuse and it works, they're just imprisoned instead in a criminal mental health facility, and they cannot be released until they're proven safe. Terrorism = Violence or intimidation with a political aim. I will grant you, this definition sometimes gets stretched beyond credulity. However, assault & murder alone would not count as terrorism (even if they might cause terror for the victims and onlookers). If the victims here were known to the attacker (entirely possible), or the attacker was simply mentally unstable, this wouldn't be considered terror related. (just a regular crime) -If it instead turns out the attacker was an active member of a related group, published a manifesto, or otherwise claims he acted in pursuit of a greater political goal. Then yes it would then retroactively count as terrorism. e.g. The Dunblane massacre was seemingly the act of a single disturbed individual with no stated or known political goals. vs The Oslo attack by Anders Breivik, who was an active member of a group and published a full manifesto of his ideology and goals. The "why" here is everything if you see what i mean.

Who said the colour of a person's skin does have something to do with anything? What people notice is that when everyone was of English heritage, little girls didn't get stabbed in the streets in daylight.
