Basically what worked for me was telling my friend to restore the license on my account on his ps4 since my games were still locked when I restored my license on my PS4 on my account hope this helps

As far as I know, when restoring your licenses, the remaining 10 seconds of the restoration should go down by 3 seconds or lower. Also, the number of licenses should go up by approximately 10 or 20 digits throughout the entire restoration including the end. If you watch my video below, you'll notice when the last 7 seconds of the restoration are remaining, it skips down to 1 second, then 0 seconds. During this process, the number of licenses being restored exceeds approximately 20 digits by going up by approximately 100 digits. For example, under Restoring licenses... it goes from 669/765 (7 Seconds Left) all the way to 764/765 (1 Second Left) to 765/765 (0 Seconds Left) to conclude the restoration. Watch carefully at the end of my video below and you'll see what I mean. My point is that what's happening at the end of the restoration of my licenses is really strange for me and might not be normal. The issue could be that at the end of the restoration of my licenses, it probably skips restoring the license for a specific game that I own and maybe the license for it is glitched. Do you think that this issue would go back to normal eventually or is it stuck like this? Please give me your feedback and let me know if other people had this happen to them too. Thanks bro! This fixed it! We have two ps4's at home. My ps4 in the living room was activated as primary and the ps4 in the office was not. I bought my son PS plus so I thought I would activate the living room ps4 as his and the ps4 office as mine. BIG MISTAKE! After I did this, it locked all the games on both ps4's! It said " Could not use content. You were signed into Playstation Network on another PS4." I was freaking out trying to restore licenses and deactivated the ps4 office out of all accounts and put the living room ps4 back as activated on my account. It still did not work. I was powering on and off and logging on and off for hours trying to fix it. PS4 support line was busy and kept hanging up on me. The ps4 live chat was nowhere to be found. You saved me from hours and days of frustration. Thank you! Your fix worked! I deactivated all accounts and powered down on both ps4's. I powered up living room ps4 and activated ps4 under my account and powered it down. Went to office and powered up ps4 office and logged on and all my games were unlocked! I'm not activating the office ps4 with any accounts and leaving it like before. Thank you thank you thank you MONKEY FLOP! SUBBED!

i mainly stick to physical so i don't have to contend with this, but i have had this happen before...especially with evil within 1 that i got off of psn. although it was on sonys dollar since they sent me 10 bucks so it was no loss to me really. the thing is though it won't work unless you're connected to the internet. i heard this was patched, but apparently it wasnt. used to have it physically and never had that problem.

Just like mine.. i have tried yours actually & it didnt work.. i tried these methods : 1) I deactivated my ps+ account on both the ps4 consoles (all accounts) 2) I switched off & u plugged both ps4 3) I switched on & started one ps4 & activate primary & log off 4) I switched on & started another one & activate primary & GOT message “error have to deactivate the other ps4 to activate primary on this ps4” 5) So i cant activate so I tried restore the licenses to all my accounts 6) I still got the lock at the game said “you dont own this game, please purchase it from the store” well actually before this, me & my husband can play the game together. 7) I just simply clicked Go To Store & tried to download it. It shows error because the game was already installed. 8) Suddenly, the game just unlocked.. & u can play ur game again
