I think what I would do is have the party hear news of two different factions declaring war on each other. Sometime later the party hears news of both sides moving their armies to fight each other. Then later on the party hears news of a big battle between the two factions. Some time after the battle, the big evil bad guy shows up at the battle field and unleashes a hand full of these monsters. Normally the infection would take some time to spread, but on already dead bodies it only takes one hour. So over night there would be a massive swarm of these things. The party later hears news that a village near the boarder of the two factions was attacked, and that the king has requested some adventurers to investigate this attack thinking that it was one of the two factions that decided to raid a village on his land after winning the battle against the other faction... The party will of course find out that it wasn't one of the two factions raiding that village, and that both sides have been wiped out by a massive swarm of these flying monsters. 😅
