That's actually because moose regrow their antlers every year. If you’ve ever seen a bear and a nature documentary when it’s not actively hunting or fighting they really just chilling out on rocks or in caves without a care. It’s the same for moose, when they aren’t actively threatened they just chill and munch on whatever’s nearby. If you want to see not chill then look at any of the small non domestic cat species

I have met moose 2 times in the forest in Norway at close hold. One time i was skiing in Oslo, and the moose was just a few meters outside the ski track. i threw him a bun with raisins in it, and the moose sniffed on it and took a bite. it then spat it out and started shouting, while trampling the bun. but it was never threatening to us on the track, and it moved on after a little bit, probably pissed off from the bad taste. The second time me and my friend was camping in the woods east of Oslo during summer. we were running for a bit in the wooden tracks and suddenly in front of us stood a moose and its child, like 10 meters in front of us. the child, size of a huge dog hid behind its mother. we now just stood still and exchanged eye contact with the mother, and after a short moment we backed off a bit before heading back the track.
