You spotted the main issue here. For me there are some illegal miners with experience going underground regularly and doing their own business, irrespective of paying a fee or not to the King pins. Then, there are those innocents who went thinking it was a normal business and once underground turned employed by the King pins who restrict food to them and prevent them to resurface. Should those innocent people be free to resurface they would prefer to be arrested but never suffer and die due to starvation. The King pins deserves severe punishment not only for illegal mining but for the deaths. Another concern is that no one is coming out with gold and money. Isn't it strange?

Now it is too late with a lot of avoidable deaths. Should the police operation not have occurred, or the police and government not neglected the situation all of them would still be alive as they had their own schedule for receiving logistics from the community and resurface. The police forced these deaths in order to be allowed to spend the millions for their own pocket. How can a crane cost millions? Even in a port providing services for dozens of vessels or construction buildings, a crane never cost millions in ten days.

Should they continue without the restrictions of logistics imposed by the Police, they would continue receiving logistics and resurface on their own without problem.
