If you have this many issues with bi annual smog inspections you should register it in a CA non-smog county using a UPS Store/ Mailboxes etc. mailbox (not a PO box) as its address just like most weekend track racers with late model vehicles do.

Use compressed air to cool off your welds. U can also cause warping by cooling it to fast with a wet rag. Ive got over 20 yrs in metal work like this

Dude I love the new idea with the van but you need to turn up the voltage on your spot welds. Those panels are going to crack right off after the first full volume pull you do .... you have the right idea you just need more... every 1/4 inch a spot
