And this is probably the equal most militarised border in the world, along with Korea, only people are actively shooting across this one. It’s really horrifying that it took an hour to get a security response to that concert hall. Sounds like Russian security is too focused on the people laying flowers at memorial sites.

Apparently they had received orders from the Kremlin directly to hold in place and wait for total force arrival before responding to the threat, so the rapid response anti-terrorism units had to sit and wait for military police and Kremlin guard forces before they could do their one and only job as a rapid response force, by which time the terrorists had already escaped.
